写入 `articles/[项目名]/03_outline.md`。每段写明功能、核心内容、使用材料及其 `provenance`、必要的反证/边界和大致篇幅；只安排有实际作用的开头、转折和结尾。互动问题若适用，必须对应正文真实分歧并允许反例，不得索取站队或评论。
